Why is India not developing their own operating system?

India has already launched two operating systems one for computers which is BOSS(Bharat Operating System Solutions) & Indus OS for smartphones.
BOSS
BOSS is a GNU/linux based open source Operating System developed by CDAC (center for development of advance computing) endorsed by government of India. Initially it was released in 10th jan 2007, later on it has got 5 major version update, latest release being made 2 years ago on 19th August 2015. Main purpose behind the invention of BOSS was to make Indian IT machinery hack proof from cyber attacks & initiate the use of native language supported OS to scale down Microsoft Windows market, however the BOSS OS failed to stay put with the expectations & no further updates have been made in the past two years.
INDUS OS
Formerly known as Firstouch is the world's first regional operating system built on Android platform, supporting 12 Indian regional languages specifically designed for first time internet user. It was founded in 2015 by Rakesh Deshmukh, Akash Dongre & Sudhir B, all three are Alumini of IIT Bombay & IIT Kanpur. It received $5 Million of funding from the founder of eBay, Quicker, inMobi & Snapdeal. By the end of year 2015 Indus OS collaborated with Government of India's Ministry of Electronics & IT known as DeitY to introduce text-to-speech technology in regional languages. Popular devices running Indus OS are Micromax Unite 3 & 4 series, Intex Aqua Supreme+, Celkon Campus Pride & Swipe Elite Star. Unlike Stock Android & other custom Android Skin with support for Indian languages, in Indus OS menu items, icon & UI text all appear in the choosen regional language. Most striking feature of this OS is it's personal App bazaar which is catering around 15000 popular apps from Google play store without any email ID registration & payment gateway, supporting Mobil carrier billing allowing users to download paid apps & games via their mobile balance. Currently Indus OS has 8 Millions active users in 18 months only supporting 80+ Mobile devices, owing 7.6% market share in India. Indus OS has surpassed the calibre of Microsoft & iOS in India ranked #2 smartphone OS in India after Android. It has also broaden It's foreign branch to Bangladesh & soon to expand in foreign markets too in the near future collaborating with more software & smartphones giants like Qualcomm & Blackberry.

Well, that’s not required at all. Anybody can design it’s own OS based on the open kernel — GNU/Linux.
Now-a-days collaborative efforts for developing operating system is more successful than to develop branded (closed-source or proprietary) OS or country specific OS, say Indian.
There are so many contributors to Linux kernel development worldwide including India, and that’s called as global community efforts towards free (libre) & open software culture.
Somebody may talk about BOSS system, believe me it’s a crap! That’s the excellent example of mockery of system development by Indian institutions.
