Can hackers trace a stolen mobile phone with its IMEI number?

Dude why are you asking about hackers, your local police can track a mobile with its imei number. IMEI is a unique identification number for every mobile phone which is required to connect to the network sucessfully.

Given the imei number you can trace the current number used in the cell and hence the current user.

But surprise, it is not some kind of hardware and a quite tech savy theif can change it along with other IDs such as GUID, Android ID and MAC address,and can get away with your mobile.

No because there is no way to link the IMEI number with the IMSI/phone number subsequently used in the phone that you would need to trace it.
